With effect from 16 September 2021, once MOFA has issued an Apostille on a Japanese public document, it can be presented in Singapore directly without further legalisation from the Singapore Embassy in Tokyo.
On 18 January 2021, Singapore acceded to the Hague Conference on Private International Law (HCCH) Convention of 5 October 1961 (“Apostille Convention") abolishing the requirement of legalisation for foreign public documents. To operationalise the Apostille Convention, the Singapore Academy of Law is authorised to issue Apostilles for all Singapore documents bound overseas with effect from 16 September 2021.
[Note: Singapore deposited its instrument in the Hague on 18 January 2021. Presently, 88 countries and the European Union are parties to the Convention who will accept Apostilles issued by appointed authorities in member countries/organisation.]
As Japan is also a party to the Apostille Convention, the Ministry of Foreign Affairs (MOFA) in Japan is authorised to issue Apostilles.
